Stop California’s Secret Release of Sexually Violent Predators

California has found a new and dangerous loophole to circumvent public outrage over the placement of Sexually Violent Predators (SVPs). Instead of assigning them to a specific neighborhoods and community—where residents can organize and fight back—the state is now using “transient releases” to secretly place these predators in undisclosed locations across San Diego County.

That’s exactly what happened on last week with Alvin Quarles, the “Bolder-Than-Most” rapist. Without warning, Quarles was dumped into Borrego Springs, and by the time we found out, it was too late.

This secretive and reckless policy is a direct threat to public safety and a betrayal of public trust. Our communities deserve to know when and where SVPs are being placed—not to be blindsided by backroom decisions that put dangerous criminals in our neighborhoods without notice.

Enough is enough. The State Legislature must close this loophole immediately. Public safety must come first.
