Community Concerned About RV at Bike Park

If you've noticed the RV that's taken up residence at the local bike park on San Miguel Road, it's not because of any negligence on the part of the surrounding community.
They’ve been calling the Sheriff’s Department about this vehicle for about three months now. The sheriffs have moved him out twice.
The problem could be alleviated immediately if there was a consequence for returning, like towing his vehicle and making him pay the towing and storage fees. That might wake him up to the law of the land.
Parents at the bike park, with their children, have expressed concern about who is living inside the RV and why he is living there. They told me that he has been there a very long time, like three months or even more.
I noticed many young kids there without parents and this should concern us all. Any kid over 10 doesn't need a parent present to use the bike park.
The park opens early and closes at dusk. A park ranger arrives in the morning to open it and returns at dusk to lock it up.
There’s no supervisor on the premises to regulate if younger bikers are riding the course without parents supervising. It’s kind of a free-for-all situation and the signage reads “Ride at Your Own Risk”. That seems appropriate for adults but maybe not children.
Mr. RV's stay appears to be more permanent recently. He has attached a tent to the park fence, has several propane tanks, water bottles, motion-sensor lights and has now put up Christmas decorations.
He often leaves the hood of the car or the RV up (open). Someone told me he does this so he can fake car trouble if the authorities come around.
He was tagged on 12.24.24 with a code that provides the ability to remove the vehicle. That was six days ago.

The weeks tick by and the guy is still living there. The campground, where he could rent a monthly space to live, is literally minutes away.
Mr. RV is most likely using the park restroom so as to not fill up his black/gray water tanks. There are trash cans for him to get rid of his trash. I believe that the only time he moves his RV is to dump his water tanks and fill up with fresh water.
The community fought hard to get the RVs to stop parking on San Miguel Road.
Walkers reported encountering naked men on the trail. Back then my 2-year-old granddaughter and her mom came across one on their morning walk.
RV occupants were parking their cars on the trails and you couldn’t ride a horse or bike past them. They thought they owned the trails and took over the area.
After many, many meetings with the County, they finally put up NO PARKING signs. That has been successful.
We need to get Mr. RV to move on before he becomes a permanent resident. Like I mentioned, it's been several months already.
One RV owner parking illegally is like a beacon to other RVs. They’re all looking for a place to live by the side of the road without hassle. Several have seen this guy parked here and they, too, have enjoyed the free rent for a few nights.
It would be beneficial for the community to get involved with this before it becomes a serious issue.
Please call every time you drive by the bike park and see the RV still there.
The Sheriff's number is 858-565-5200. Please write this down where you can see it and call daily if necessary. Maybe put it in your car for easy access.
Ask your neighbors to call, too. The Sheriff's Department said it's important for a lot of people to call in.
Let’s get this guy on his way.
